English Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a latest poll of local authorities, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that 60% of councils are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and open spaces to shore up their budgets, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

This coalition said that a significant number of authorities attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on service redesigns and utilising financial reserves to weather growing financial challenges.”

Specific Examples of Planned Sales

One local authority in Kent said its property management strategy featured the disposal of a shopping centre in a local town and a social club in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and business parks held in two English counties, which all generate rent for Medway council, will additionally be sold under the plan.

Council Tax Rises and Wider Fiscal Pressures

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to raise local levies next April to address the growing cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority said it will proceed with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to deliver both improved services and cost efficiency,” stated a council leader.

He continued: “We face population challenges which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Trends and Forecasts

Research of county councils recently also found local finances being stretched by the increasing figures of young people and adults requiring special educational assistance.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Ministers have delayed planned reforms to the Send system until next year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the 2025 deprivation indices,” said the report.

“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The figures highlights the scale of challenges confronting local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been clear about the necessity for a fair and sustainable financial structure that reflects and responds to the real levels of disadvantage and demand,” stated a council leader.

“Lacking this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the survey found.
